Until the NTSB findings are released, anyone's "opinion" is a guess at best.
IF they were higher than the 200 feet, it was PILOT ERROR, not because they were told to climb. PERIOD!!
As a FYI, the ATC recordings have been heard and there is no order to climb. PERIOD!!
